Incentives point the right way
Your vendor runs a retainer business. A retainer business has no reason to close the ticket, because the ticket is the revenue. We run a project business: we are paid once, to finish, and we do not get to send a second invoice for the same problem. When the people fixing your site make more money by finishing faster, the site gets fixed faster.
The vendor cannot grade their own homework
Most of what is broken on a dealer website is template-level. It shipped broken, from the platform, to every store that uses it. Your vendor cannot acknowledge the problem on your site without acknowledging it across their entire book of business, so the finding never appears in their reporting. Every recommendation your vendor makes passes through a filter: does this protect or grow our monthly invoice?
